The article “Best Practices for Creating an Open Source Policy” gives a thorough guidline for the development of a FOSS Policy in businesses. The problem with the creation of an open source policy is explained as follows:

The Linux Professional Association of Kenya (LPA Kenya) conducted a forward-looking workshop on "Accelerating Achievement of Vision 2030 through Free and Open Source Software (FOSS)" on 5 September 2008 in Nairobi. About 20 participants, both Kenyan FOSS advocates and government officers, discussed issues of government software procurement. Apart from presenting his research on government spending on software to the Public Procurement Oversight Authority, Alex Gakuru also introduced participants to the ict@innovation programme.
